Former Prime Minister, Gordon Brown, has argued against this and come up with a simple plan to allow the government to make decisions without the risk of them being undermined by the next PM. The real reason for Tory inaction is that they don't care about the crisis. But the public do, and the government are in danger of playing catch up to Labour again if they don't act quickly.
