More fuel efficient cars on the road means less gas is pumped, and in turn — less revenues from the gas tax. This will mean states will have even less cash on hand to repair roads and bridges.

To combat this problem, Oregon looking at a plan to tax based on the number of miles driven to supplement the tax on fuel.
