"Ukraine is gone," Trump said. "It's not Ukraine anymore, you can never replace those cities and towns."
Trump, who has faced criticism for his warm relationship with Russian President Vladimir Putin, spoke at a campaign event in North Carolina.
At a presidential debate earlier this month with Vice President Kamala Harris, Trump refused to say whether he wanted Ukraine to win the war against Russia.
