WATCH: 'Where is the plan?' DeLauro asks Hegseth

Rep. Rosa DeLauro, D-Conn., expressed frustration with Defense Secretary Pete Hegseth over the lack of a comprehensive and detailed budget proposal for the Pentagon.

“What is your plan for the future?” DeLauro asked Hegseth during a House Appropriations subcommittee hearing Tuesday on Capitol Hill. “We have zip, nada in knowing where you're going. You could talk percentages, you could talk about whatever you want, but unless this committee sees dollars and cents, and where you're going and what your plan is, then we may reconsider what you need to do to go forward. Give us the details.”

Hegseth told DeLauro that “we have the details and we will provide them for you.”

“Then, let’s have them,” DeLauro responded.

Lawmakers from both major political parties have noted concerns in recent weeks with the Trump administration’s lack of a full budget proposal, which would normally include revenue and deficit projects. The markup process allows Congress to deliberate items in the proposal and offer amendments.

Several members of the subcommittee echoed these concerns on Tuesday.

“We have no details as to how you want to implement your plans. We should be discussing how you plan to get our submarine programs in order, how the Black Hawk platform will be utilized into the future and how you plan to improve our service members and their families' quality of life,” DeLauro said earlier in the hearing. “It is unacceptable for us to move forward with a defense funding bill without this information. And it is regrettable that the administration has put us in this position. If we cannot complete this process on time, we risk yet another continuing resolution, which is wasteful, inefficient and detrimental to our military readiness.”
