Authorities say raging rivers and mudslides swept around 100 homes off their foundations. The state's governor says no one is believed to have died.
The storm hit some areas with nearly three feet of rain as it passed to the south of the islands without making landfall.
Over 100,000 homes and businesses remain without power since the weekend, and officials say outages could take days to repair in some areas.
