0:37Now PlayingThe Supreme Court is allowing construction to continue on President Donald Trump's White House ballroom project as legal challenges play out.
In a 5-4 decision, the justices granted an emergency request from the Trump administration to block a lower court ruling that would have put the above-ground work on hold. That challenge was brought by preservationists who say the president needs congressional approval.
Chief Justice John Roberts joined the three liberal justices in dissenting, writing that the construction is "likely unlawful."
