This comes as the Congressional Budget Office analysis says privatizing air traffic control would increase the cost of air travel. "It is very unlikely that it is going to improve air service for the average consumer," says Paul Hudson, president of Flyers Rights, the largest nonprofit airline passenger rights organization in the United States.
