Paris Agreement's Article 6 is a "get-out-of-jail card" to rich countries for carbon emissions

As negotiators at #COP25 continue to clash over climate financing, rich countries like the United States, Australia and Canada are leaning on Article 6 of the Paris Agreement — the U.N.'s set of guidelines for using carbon trading to meet emission reduction targets. "It basically says I won't have to cut my emissions but I can pay somebody else and you cut your emissions and I will count it as if I cut mine," says Asad Rehman, executive director of War on Want. Rehman says richer nations are holding less affluent countries "hostage" to demands of a carbon market, stalling urgent conversations around how funds are routed to communities directly grappling with the horrors of the climate crisis.
