He recounts his experiences on the ground as part of the team of scientists working to mitigate Ebola, Zika and H1N1, and says that compared to those crises, there has been a real lack of effective leadership in the U.S. during the COVID-19 outbreak. "When I did the Ebola outbreak, I can say that White House, CDC, FDA, USDA were literally connected at the hip," says Seneca. "During this response, we know the White House is really struggling on who is in charge and who is overseeing this."
