He says Russian attacks in Ukraine are becoming increasingly indiscriminate as the army is unable to take over the capital of Kyiv to facilitate Putin's goal of a regime change, noting, "Putin has raised the stakes for himself so extraordinarily high that I don't think he'll be convinced to back down based on something like street protests." He also describes support from Ukrainian civilians for a no-fly zone, which many fear could start a war between the U.S. and Russia and increase the likelihood of a nuclear disaster.
