McCoy argues the European Union is essentially funding the war by buying energy from Russia, and says sanctions will not deter Russian President Putin from war so long as his economy continues supplying energy for the world. McCoy says the European Court of Human Rights should instead force the EU to start deducting a portion of regular natural gas payments to Russia and reroute this money to a Ukraine compensation fund. Russia’s loss of energy income could incentivize Putin to roll back the invasion, says McCoy.
