Democrat Delegate from Fairfax County, Kathy Tran, sponsored the bill with sizable support from her party including Virginia's Governor - pediatric neurosurgeon Ralph Northam. The bill would have allowed abortions up until the moment before birth, during labor for any reason that could fit under “physical” or “mental” health of the mother. A clip of Kathy Tran struggling to explain the bill has gone viral and she struggled to articulate what the bill would actually accomplish.
