Electron-positron pairs just appear. Turns out Pais spoke with Ferris Williams when he worked at the patent office, and Williams pointed him toward Paul Murad. Williams was the guy who corrected thermonuclear weapon calculations by adding a fifth dimension. Pais also mentioned weapons of time that could win wars before they're fought, and rumors of plasma compression fusion tests creating craters in Canada.
