Riley, who was an Augusta University nursing student, was killed two years ago while jogging on the University of Georgia campus. A jury convicted José Antonio Ibarra of her murder. At the time, he had entered the U.S. illegally from Venezuela.
Her murder led Congress to pass the "Laken Riley Act" on immigration, which was the first law Trump signed at the start of his second term.
