A report titled "The Broken Promise" claims city leaders and FIFA officials promised affordable housing, local business opportunities and growth for the community, but local vendors and organizations say they have been left out.
"We're asking for fair play," said Steven Muhammad. Community leaders say they are determined to avoid a repeat of what they describe as missed opportunities during the 1996 Olympic Games.
