But an Associated Press review of dozens of the states' largest school districts — which educate roughly half of the state's 5 million students — found about two-thirds of them are returning to the school year without meeting the state's new requirement.
Local school officials say the additional funding Texas gave districts under the new law, about $15,000 per campus, is hardly sufficient to comply.
