In 911 recordings, a construction worker who was nearby can be heard chasing after the man, identified as Reice Samuel Brown through the high-speed roadway lanes before officers arrived. When officers did, they found him wearing no shirt and bleeding from his head.
In a news release, police said a Taser was used "in order to prevent further injury."
