The crowd crush in Seoul's nightlife district of Itaewon on 29 October killed 156 people and injured another 196.
South Koreans have been calling for justice, with thousands turning up for vigils and protests held across the capital following the crush.
Municipal offices and local police and fire stations have been raided by authorities in the wake of the crush, as they investigate what led to the tragedy.
