In April, the Home Office announced plans to send some asylum seekers to the African country on a one-way ticket, to claim asylum there.
The government says the measures would reduce numbers crossing the English Channel, but critics question Rwanda's human rights record.
A decision on whether to allow an appeal on the ruling has been adjourned until next year.
