Power minister Khurrum Dastagir said electricity would be back on soon, insisting it was "not a major crisis".
Services have resumed in some parts of the country, and back-up generators have been used to power hospitals, businesses and private homes.
Pakistan often experiences power outages, which are blamed on mismanagement and a lack of investment in infrastructure.
