Martin Griffiths, the chief of the UN aid agency, said people in rebel-held parts of the country “rightly feel abandoned”.
Local agencies on the ground have said they haven’t received any foreign aid, as rescue missions shift to recovery and relief.
A White Helmets volunteer - Syria's Civil Defence agency - said a “catastrophe at this scale could have been avoided if we’d had help earlier on.”
