The industry has dramatically changed since the Gambling Act was brought in, in 2005 - most significantly the booming online market, driven by the ubiquity of smartphones.
Clinicians and charities say users have been failed by the lack of regulation. One of those is 27-year-old Lewis who has lost £100,000 to gambling, relapsed 12 times, and at his lowest point contemplated suicide.
