The UN Security Council also held an emergency meeting in New York on Sunday with Miroslav Jenča, the assistant secretary general for Europe, Central Asia and Americas, saying the Gaza City plan is "another dangerous escalation of the conflict".
Israeli leaders have rejected criticism of its plan, with Prime Minister Benjamin Netanyahu saying "this will help free" the remaining Israeli hostages in Gaza.
