Twenty-nine others, including a child, have been taken to hospital.
Police Commissioner Mal Lanyon officially declared it as a "terrorist incident", adding that there were well over 1,000 people at the site, many celebrating the Jewish festival of Hanukkah.
One of the two gunmen is dead and the other is "in a serious condition in hospital", Lanyon said.
Australia's Prime Minister Anthony Albanese describes the attack as "an act of evil antisemitism, terrorism that has struck the heart of our nation".
