In a news conference that was light on details, he says he wants "common sense co-operation that allows us to draw down on the number of people we have here".
He says ICE and Border Patrol officers are working in a "challenging environment", but insists unprofessional behaviour will "be dealt with".
President Trump sent Homan to the city to replace US Border Patrol chief Greg Bovino, after two protesters, Renee Good and Alex Pretti, were shot dead by federal officials in Minneapolis.
