Almost 100,000 suspected violent criminals and sex offenders have been released without restrictions by police in England and Wales in the last two years - in what the law society has called a potentially major scandal.

Amongst those released are people accused of the most serious crimes, including rape and murder. Newsnight received the figures through the Freedom of Information Act. They show suspects had been freed under a system known as ‘Released Under Investigation’ - which means they are arrested but not on bail - so no conditions can be placed on them.

James Clayton reports.
