Officials identified two people affected by the new coronavirus living in the same apartment block.
The estate's plumbing was linking various apartment units on different floors.
Officials said a modified toilet drainage pipe in one of the confirmed case's flat, could have been the source of transmission of the virus among residents.
On Tuesday early morning, police and government health workers wearing protective clothing started removing all the residents of the Hong Mei House apartment blocks.
More than 100 people from 34 different households were evacuated to quarantine camps.
49 confirmed coronavirus cases were confirmed in Hong Kong on Tuesday.
