Tedros Adhanom Ghebreyesus told reporters in Geneva that work was progressing on vaccines and therapeutics, with more than 20 vaccines currently in development globally and several therapeutics in clinical trials.
First results were expected in a few weeks, he said.
Dr Michael Ryan, Executive Director of the WHO Health Emergencies Programme, said calling the new coronavirus a pandemic would be unhelpful when health authorities are still trying to contain the disease.
Ryan said the data did not support labelling the virus a pandemic as yet.
"China has clearly shown that (a pandemic) is not necessarily the outcome of this event if we take action if we move quickly if we do the things we need to do that does not need to be the history of this event," he said.
Ryan said, however, that health systems around the world were not ready to absorb the impact of the virus.
Tedros and Ryan both cautioned against charged rhetoric, saying rumours, stigma and fear were more of an enemy than the virus itself.
"Our greatest assets are facts, reason and solidarity," Tedros said.
