1:21Now PlayingCalifornia police chiefs stung by recent nationwide protests on Thursday endorsed creating a way for agencies to end the careers of officers under certain circumstances, part of a package of reforms that also emphasizes diversity in hiring and a focus on police officers' mental health and fitness for duty.
The California Police Chiefs Association also supported ending the use of a controversial carotid hold that cuts off blood to the brain and setting limits on when tear gas and rubber bullets can be used to control demonstrations.
"True change requires all stakeholders to be involved in at the table," said Chief Eric Nuñez, the association's president.
The organization representing 332 police chiefs called it a "platform of guiding principles and policies." The announcement comes after weeks of demonstrations in which some officers an departments repeatedly used tear gas, rubber bullets and batons on protesters upset at the slayings of black people by police.
The protests were largely peaceful but sometimes included violence directed at the police after George Floyd died last month after a white Minneapolis officer pressed his knee on Floyd's neck.
The chiefs said California should develop a way for officers to lose their training certifications, with due process by an outside agency, if they have been convicted of any felonies or certain misdemeanors or have "a history of egregious misconduct" with repeated and sustained complaints or policy violations.
