"When we come back with these great results and I think you have those factors, why would we. Why would we be willing? But we're going to look at it," said Trump.
"We're going to take a look at it. And ultimately, the White House has to approve it. And maybe we will and maybe we won't. But we'll be taking look."
Trump's comments came Wednesday during a briefing at the White House and on the same day Johnson and Johnson announced its vaccine trial is entering Phase three.
Several vaccines are in the final stage of testing in the U.S.and government scientists should know by the end of this year -- November or December -- whether they are safe and effective.
The FDA is expected to spell out a tough new standard for an emergency authorization of a coronavirus vaccine, which Trump opposes.
The president was also asked if he would commit to a peaceful transition if he lost the election, but he would not answer.
"We're going to have to see what happens. You know that I've been complaining very strongly about the ballots and the ballots are a disaster," said Trump.
"There won't be a transfer, frankly. There'll be a continuation. The ballots are out of control, you know. And you know, who knows it better than anybody else. The Democrats know it better than anybody else."
