Cuomo, a Democrat, said the pandemic had been a "traumatic period" in New York.
"Don't underestimate it. And you're going to see the consequences of that trauma for months, if not years, in many different ways," Cuomo told reporters.
He made the remarks as he outlined a multi-point plan to help New York City recover from the COVID-19 pandemic on Tuesday.
The governor also reiterated that he would close schools if they are not safe.
