A key Democratic senator, Joe Manchin, said he supported starting the process of passing a stimulus bill using a partisan budget tool, though he opposes the minimum-wage hike included in Biden’s $1.9 trillion aid proposal.
The Senate on Tuesday is set to begin a process that would let Democrats pass the stimulus without Republican votes. Biden and congressional Democrats have signaled they’re intent on a large pandemic relief bill, potentially forgoing Republican support, even after a White House meeting with GOP senators on Monday that both sides described as productive.
House Speaker Nancy Pelosi and Senate Majority Leader Chuck Schumer introduced a budget resolution Monday, the first step required to use a procedure called “budget reconciliation” that would allow much of Biden’s virus-relief plan to pass the Senate with only 51 votes.
