Speaking in Dublin alongside Irish Taoiseach Micheál Martin, Ursula von der Leyen said the commission had activated mechanisms to support the affected member states.
Emergency workers in western German and Belgium rushed Friday to rescue hundreds of people in danger or still unaccounted for as the death toll from devastating floods rose to more than 120 people.
Water levels on the Meuse Rriver that runs from Belgium into the Netherlands remained critical, and several dikes were at risk of collapsing, the Belgian Interior minister said.
Flash floods this week followed days of heavy rainfall in Western Europe.
Thousands of people remained homeless in Germany after their houses were destroyed or deemed at-risk by authorities.
Sounding a positive note, Von der Leyen on Friday said the fight against climate change also offered huge opportunity to replace fossil fuels with modern clean technologies and to move to a circular economy using less energy and less waste.
