While restrictions have been eased in some areas, the majority of Shanghai remains under a tight lockdown that bars even outside exercise or shopping for essential items. Frustration is palpable, with food shortages continuing and access to non-Covid medical care impacted. Some residents have been confined to their apartment blocks for weeks, long before the official lockdown began on March 28 with an initial shutdown of the eastern half of the city. It was extended to all of Shanghai a few days later.
“The one important thing is in the mainland they impose very strict rules to prevent people from an infected area to leave that area," said Lam during a press conference. "They are not sort of exporting infected cases to other parts of the country and also the rest of the world."
Governments around the world, including in the U.S. and Europe, have reopened schools, with countries resolving to relax or end pandemic restrictions. Hong Kong, however, has largely stuck to its Covid Zero goal to align with Beijing’s policy. Mainland China has lately been struggling with a wave of infections that triggered the lockdown in Shanghai, a city of 25 million people.
Hong Kong’s number of daily Covid cases dropped to the lowest in almost two months as the city ends a voluntary citywide testing exercise that has uncovered more than 2,000 infections in the entire population of 7.4 million people. Though many social distancing rules have been relaxed, restrictions are still in place.
