7:09Now PlayingHong Kong will begin a phased easing of social distancing measures on April 21 as the world’s deadliest Covid-19 outbreak eases.
Restaurants will be able to stay open for dining-in until 10 p.m., and can have up to four people per table starting April 21, Secretary for Food and Health Sophia Chan said at a briefing. Gyms, museums and cinemas can re-open, while bars will remain shut, she said.
The city will also lift a ban on private gatherings of more than two households and allow four people to gather in public, up from two people currently. Beaches and pools will remain shut for now.
The move to gradually ease restrictions comes as daily infections fall below 1,300 and follows the lifting some of the city’s toughest travel curbs earlier this month. Still, the government’s adherence to mandatory quarantine for inbound travelers and the ongoing risk of sudden flight bans has failed to satisfy the business community and signal a long and uneven path toward full reopening for the financial hub.
Lam’s announcement comes as mainland China grapples with the worst virus outbreak since the early days of the pandemic, posing an unprecedented challenge to the zero-tolerance approach both locations adhere to.
Shanghai has been locked down for weeks with residents growing increasingly frustrated at their struggles to get basic food and medical care as daily infections climb to almost 28,000. Cases peaked at more than 50,000 in Hong Kong, which never locked down or conducted mandatory mass testing, though the latter remains a possibility.
