A day after an 18-year-old gunman massacred 19 children and two teachers at an elementary school in Texas, President Joe Biden, speaking at the White House before the signing of an executive order on policing, said he was "sick and tired" of failures to address gun violence.

"Where's the backbone, where's the courage to stand up to a very powerful lobby?" Biden asked.

The president said "common sense gun reforms" can be passed that would have "no negative impact on the Second Amendment."

He also called on Congress to accomplish the "modest step" of confirming his pick to head the Bureau of Alcohol, Tobacco, Firearms and Explosives.

Steve Dettelbach would be the first confirmed head of the ATF in seven years.

Biden also said he and first lady Jill Biden were planning to visit Texas in the coming days.

"As a nation, I think we must all be there for them. And we must ask, when in God's name will we do what's needed to be done."
