0:35Now PlayingRussian President Vladimir Putin announced on October 19 that martial law will be introduced in the four Russian-occupied regions of Ukraine annexed by Moscow last month.
In a video message to his security council, Putin said: "The Donetsk People’s Republic, the Luhansk People’s Republic, as well as in the Kherson and Zaporizhzhia regions, before their entry into Russia, a martial law regime was in effect. And now we need to formalize this regime already within the framework of Russian legislation.
“Therefore, I have signed a decree on the introduction of martial law in these four constituent entities of the Russian Federation. It will immediately be sent for approval to the Federation Council. The State Duma was also informed about the decision,” Putin said.
Putin said residents of the four regions had “firmly and unequivocally expressed their will that they want to be together with Russia.”
On October 12, the United Nations General Assembly voted with a large majority to condemn Russia’s announcement of the annexations.
