The United Nation's top humanitarian official told the Security Council Tuesday thatmore than 17,000 civilians have been killed in Ukraine since the Russian invasion of Feruary 24th and more than 14 million people have been forcibly displaced.

Martin Griffiths, Under-Secretary-General for Humanitarian Affairs said that toll is likely to climb as winter weather has arrived in the besieged country and attacks on its energy infrastructure have increased.

"The attacks on Ukraine's energy infrastructure, including power station stations and heating plants, have left millions of people without access to heat, electricity and water, adding another dangerous dimension to the humanitarian crisis caused by the war," Griffiths said.

More than 13 million people have received assistance sinethe invasion, but more than one million Ukrainian's live in areas that are outside Ukraine's control. Griffiths said at least 715 attacks have been carried out on healthcare facilities,"70% of all attacks on health infrastructure in the world."
