Russia has told the United Nations Security Council that all ships in Black Sea are now considered potential military targets.

"Nobody should have been surprised at the decision we took to suspend the Black Sea Initiative," said Dmitry Polyanskiy, Russia's deputy U.N. ambassador said. "All ships, all vessels proceeding to the Black Sea waters and Ukrainian ports are viewed by us as carriers of military cargo"

Russia has followed its withdrawal from a grain export deal by expanding its attacks from port infrastructure to farm storage buildings in Ukraine's Odesa region on Friday, while also practicing a Black Sea blockade.

Polyanskiy said the grain initiative was not functioning as intended and has become "commercial in nature," delivering little less than 3% to the world's poorest countries.
