President Joe Biden and Israeli Prime Minister Benjamin Netanyahu spoke Monday as the Israel military urged civilians to move out of the southern Gazan city of Rafah, according to US and Israeli officials.

Biden reiterated the US opposition to a major ground offensive in the city, and urged Netanyahu to allow humanitarian deliveries through the Kerem Shalom crossing. Netanyahu agreed to ensure the passage is open for humanitarian aid and received an update on ongoing negotiations for a hostage deal and cease-fire, the White House said.
