The moves taking effect later Tuesday will shutter the southern border to some asylum claims until the level of crossings at the US-Mexico border fall substantially and raise the threshold for people to stay in country, US officials told reporters Tuesday, requesting anonymity to discuss the moves before their formal announcement.
For Biden, the true test of his policy will be if the move can reset perceptions over his handling of immigration without alienating voters and political allies.
