Once a den for crack cocaine dealers and, later, a refuge for unsheltered migrants, the Porte de La Chapelle area in the northernmost edge of Paris is currently at the center of the city’s urban renewal efforts. Officials are counting on new developments like the Arena to attract businesses and wealthier residents, but don’t call it gentrification. Instead, they insist they’re aiming to create socioeconomic diversity without displacing existing residents.
