Trump issued dozens of orders Monday that sought to tighten the border, narrow citizenship eligibility, remake trade ties, empower him to award security clearances, withdraw the US from the World Health Organization and Paris Accords, and grant a temporary reprieve to TikTok, all in line with campaign pledges.

At the same time, Trump stopped short of the full tariff barrage he’d pledged during his campaign, instead taking steps to tee up potential actions down the road. He said he plans to impose them on Canada and Mexico by Feb. 1, demurred on whether he still planned to add tariffs to China and said he wasn’t considering an immediate universal tariff.
