As for ownership, the maritime boundary of the US runs more or less through the middle of the gulf, beginning at the center of the mouth of the Rio Grande river, which separates Texas from Mexico, and heading east until dipping south to accommodate Florida and Cuba.
But Trump appeared to be motivated more by nationalism than legality. His executive order was called “Restoring Names that Honor America’s Greatness.” Addressing the name change at his inauguration, he said, “America will reclaim its rightful place as the greatest, most powerful, most respected nation on Earth, inspiring the awe and admiration of the entire world.”
