The chairman addressed the issues of tax reform and trade. While Republicans are seeking comprehensive reform, Ryan said he believes the Obama administration wants to find common ground on business tax reform. He thinks the best chance for bipartisan agreement is on trade, pointing out that Obama will need to deliver democratic votes if he wants to see his trade agenda succeed. Ryan also said that Republicans in the House are developing a “contingency plan” to address the states whose residents would lose subsidies if the U.S. Supreme Court rules that the Affordable Care Act bars health insurance subsidies for millions of Americans.
