"We are not formally at war, but we are not at peace, we are in hybrid warfare," said Andris Sprūds, Latvia’s defense minister. European officials say Russia is escalating its hybrid campaign against the continent, which has also included repeated airspace violations by Russian aircraft over European NATO members in the past month.
