NYC Mayor Bill de Blasio has spoken out against Gifted and Talented programs. He believes that NYC should phase out of the testing-based program for children. The current program tests students for academic advancement starting in Kindergarten.

These tests allow for students to receive a more vigorous, challenging, and advanced track of learning. Critics of the system have called it unfair because it leaves out students who did not go to a preschool or daycare system that would allow them to have a jumpstart.

Mayor Bill de Blasio has called the program highly segregated because it leaves out minority groups and those who come from a lower income level.

De Blasio believes a better system would be to test students in the third or fourth grade after they have all received the same base education. Schools would also look at a student’s academic grades to help give a chance to those who do not take tests well.

These proposed changes have come with mixed reactions. Some are saying it limits a child’s education while others praise the changes and say it is giving opportunities for those who did not have it before.
