They happen more often than you may think.
Brian Hooker was just detained for such a charge.
I personally was involved in the arrest of 5 individuals without charges. They were subsequently indicted and convicted.
But this is the catch, you better have your prosecutor behind you.
If the prosecution team that convened the grand jury in D4vd's case did not support David Burke's arrest and sees this as a backdoor move-Look out.
Unless the LA DA presses charges, D4vd will be released resulting in one of the biggest legal debacles in a homicide case I have seen.
Celeste was only 14 YO and was found dismembered in D4vd's frunk.
