The ruling declares his activism for Palestine a "threat to U.S. foreign policy." A permanent resident, Khalil has not been charged with any crime and his wife is a US citizen.

Khalil has until April 23 to appeal. However, a New Jersey court separately blocked his deportation pending a ruling on the law’s legality, setting up a show-down between the jurisdictions.
