The Grand Jury transcripts, released by the court, indicate the Sheriff’s wife and daughter deny having any contact with the judge before the killing. Stines was “losing it” in the days ahead of the shooting, according to coworkers. A mental health assessment performed after Stines arrived at the jail indicated he was in a “state of psychosis” and even had to be pepper sprayed at one point.
